It is essential to understand the payment policy for Horizon 2020 projects in order to avoid misunderstandings, surprises and cash flow issues.
For most types of Horizon 2020 projects, the project budget is a maximum amount and the European Commission (EC) only reimburses the actual costs incurred up to that amount. In the case of a call with a funding rate of 70%, only 70% of the costs are reimbursed. If the EC orders an audit during or after a project, beneficiaries have to provide evidence of the incurred costs (e.g., timesheets or hourly rates). It is therefore imperative to meticulously record every hour worked on the project and to file all the invoices related to the project accordingly.
The EC transfers funds to the project in instalments. The amount of the initial payment is specified for each Grant Agreement individually. Note that 5% of the budget is deducted from the initial payment and transferred to a guarantee fund, only to be released with the final payment. Further payments are released after the prescribed reporting periods, and after the periodic technical and financial reports are accepted.
Another important point to bear in mind when planning is that only costs incurred after the start of the project are eligible for funding. This means that costs for writing and submitting the proposal, preparing the Grant Agreement and drafting the Consortium Agreement are not reimbursed. Organisations commissioning consultants to draft project proposals should be aware that the costs for these services are not eligible for funding and cannot be retroactively declared as subcontracting.

On 1 October, Regina Schneider succeeded Peter Erni as the new Director of the Euresearch Network. She joined Euresearch in 2007 as the National Contact Point (NCP) for the Social Sciences and Humanities, and became Vice-Director in 2014. After 6 years in office, Peter Erni has taken a new position as Director of the Swiss Cancer League.

Facts and Figures on Horizon 2020 Participation
The State Secretariat for Education, Research and Innovation (SERI) has published its first report on Swiss participation in Horizon 2020. The success rate of Swiss-based researchers is still very high, even though participation decreased in comparison to FP7 because of the partial association from 2014-2016.
