Cybersecurity and European R&I: Grasping Digital Opportunities in a Safe Environment
Cybersecurity is one of the main challenges in the digital age. This is reflected in various funding opportunities in both the current European Framework Programme, Horizon 2020, and its successor, Horizon Europe. Furthermore, cybersecurity is a key factor for achieving the UN Sustainable Development Goals (SDGs).
“Grasping the opportunities from the digital age within safe and ethical boundaries” is one of the main concerns raised by Ursula von der Leyen in her agenda for Europe. As the President of the European Commission, she has recently reinforced this statement by warning against the increasing danger of cybercrime in times of corona.
The importance of digital security and privacy is reflected in the European Research and Innovation Programmes. The last Horizon 2020 calls in the field of cybersecurity include topics on cyber resilience of infrastructures, digital security and privacy for companies, and secure artificial intelligence technologies for law enforcement agencies.
In Horizon Europe, which will run from 2021 to 2027, there will be a dedicated competence centre for cybersecurity. Furthermore, the United Nations SDGs are going to be an important point of reference. As a cross-cutting issue, cybersecurity is of particular relevance for the achievement of SDG 9 on resilient infrastructures and SDG 11 on safe, resilient and sustainable cities.
While technological solutions are crucial in combating cyber threats on a European and global level, one should not forget the “ethical boundaries” mentioned by von der Leyen. For research and innovation, this implies the consideration of human rights, e.g., when it comes to data protection. Such challenges can only be tackled by the active participation of researchers from the social sciences and humanities and by involving end-users.
