There are significant disparities in research and innovation performance between the different EU Member States(MS) and Associated Countries(AC). Consequently Horizon 2020 introduced the SEWP Programme implementing specific measures for spreading excellence and widening participation through engaging organisations of those countries (dubbed “Widening countries”) which could commit more towards the EU research and innovation effort.
The Widening countries are: Albania, Armenia, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Estonia, Faroe Islands, Former Yugoslav Republic of Macedonia, Georgia, Hungary, Latvia, Lithuania, Luxembourg, Malta, Moldova, Montenegro, Poland, Portugal, Romania, Serbia, Slovakia, Slovenia, Tunisia, Turkey and Ukraine.
There are three main measures in the SEWP Work Programme 2018-2020 are:
-Twinning aims at strengthening a defined field of research at a research organisation in an Widening country by linking it with at least 2 leading partners in an MS or AC.
-Teaming will invest in Europe’s research and innovation potential through supporting the creation of new (or upgrading of existing) Centres of Excellence in a Widening country on the basis of a partnerships with at least one internationally leading institution in a MS or AC.
-ERA Chairs will bring outstanding researchers to universities and other research organisations in a Widening country to help them attract, maintain and increase high quality human resources and implement the structural changes necessary to achieve excellence on a sustainable basis.
