JRC does not launch annual Work Programmes (the documents that include topics and calls for research proposals). The JRC offers its infrastructure for research and collaboration.

The Joint Research Centre (JRC) is the Commission's science and knowledge service. The JRC employs scientists to carry out research in order to provide independent scientific advice and support to EU policy.

Swiss eligibility:

As a non-EU country, Switzerland still has to negotiate the association to Horizon Europe. In the meantime, researchers and innovators from Switzerland can continue to collaborate with the JRC and apply for the usage of the JRC infrastructures in JRC actions, where third countries are welcome or Switzerland explicitly mentioned. - The European Commission's science and knowledge service, the Joint Research Centre (JRC) supports EU policies with independent scientific evidence throughout the whole policy cycle.
