The Contract Preparation Forms (CPF)
What are the CPF for?

The EC uses the CPF forms to collect the information about project and contractors necessary to prepare the contract and to assess the need for financial guarantees. Every partner must complete its forms (A2, own line in A3, A6 if requested).

How to fill in the CPF

A1: Basic information about the project, prefilled with data from proposal (Titel, Abstract, Keywords) will be instered in the CORDIS Project Search engines.

A2a: Official address (use local language) of each contractor at level “legal entity” (“university” not “institute”). Information about type (governmental/private; commercial or not) and Cost reporting model (AC for Universities and other public body without full cost accounting). At first participation a “conformation of signatory powers” and “proof of existence” may be requested (“Handelregisterauszug” or “Law establishing the Insitution”) Note: Cost models will disappear in FP7.

A2b: Names for signature of contract (normally CEO, President, Rector) and address of leading researcher (=Institute, Branch of enterprise) for the project communication.

A2c: Signature by Name(s) given in A2a (confirming Address, Budget and financial data). Budget data (exemple for IP and STREP):

A3.1: Budgeted costs and requested contribution, one line per contractor – whole duration. Subdivided in activities according to the Instrument (example: Integrated Project: “Research”; “Demonstration”, “Training “, “Management”. Within activities: direct costs, subcontracting costs, overhead (=indirect costs).

A3.2: Break down of the total EC contribution per period. Prepared by the Coordinator only. A3.2. for Networks of Excellence: Number of researchers and students under the management authority of each partner.

A3.3: Like A3.1 but for the first period.

A4: only for coordinators: Bank account for the EC contribution (is inserted in the contract).

A5: Signature confirming Annexes and Form A6. Coordinators: always. Other contractors only when requested (usually requested for enterprises, but not for universities).

A6: only if requested: Simplified balance sheet and profit loss account. (download the German help to A6) Note: if your enterprise is not able to provide the financial data, the EC might request a bank guarantee or retain the pre-payment.

A1-A2: like other projects

A3: Fellowships: information about the fellow

A4: number of researchers to be recruited and total duration of their employment (per partner and total).

A5: Budget (partially automated calculation)

A6: Infromation about the bank account of the Coordinator

A7: Financial data (to asses the viability of the contractor). Not to be filled by public bodies.
