Brussels view on Horizon 2020
Do you want to know more about the future of European Union (EU) research funding? As the European Advisor for Research at SwissCore in Brussels, I shall be providing information every month on developments relating to Horizon 2020, the brand new proposal for future EU research funding.
FP7, the current funding programme ends on 31 December 2013. From January 2014, EU funding for researchers and their projects will come from a new programme called ‘Horizon 2020’. On 30 November 2011, the European Commission (EC), the body responsible for putting forward new EU programmes released its proposal for Horizon 2020. The EC is proposing a budget of €80 billion for funding projects with a strong focus on societal challenges, innovation and industry participation. Researchers with experience in FP7 will find that many of the familiar funding instruments of FP7 are retained in Horizon 2020 but are often structured in different ways. Actions that have been a success, e.g. Marie Curie Actions (MCA), the European Research Council (ERC) Grants and the thematic collaborative projects within the ‘Cooperation’ programme, will still be available. There are some innovations, e.g. the new financial instruments for industry and SMEs, the Competitiveness and Innovation Framework Programme (CIP) and the European Institute of Innovation and Technology (EIT) have been integrated into Horizon 2020. The proposals will now be the subject of negotiations with the European Parliament and the Council of the EU prior to adoption. This will involve tough negotiations and possibly many changes to the current proposals. From now on, I will be reporting monthly in this column on the preparations for Horizon 2020. This will help you understand how a Framework Programme comes into being and so pave the way for the success of your future projects in Horizon 2020.
